7 Best Applicant Tracking Software Solutions for Small Business
Using applicant tracking software (ATS) is a great way to manage the hiring process without draining your time and resources.
Knowing where to start can be overwhelming if you’ve never used an ATS before, especially with so many platforms to choose from.
We’ve rounded up seven of the best ATS solutions for different small business and startup purposes. We’ll also clarify what applicant tracking software is, why to use it, and show you how to find the right solution for your business.
What is applicant tracking software (and how does it work)?
Applicant tracking software is a system that simplifies and streamlines the recruitment process. It allows hiring managers to track candidates throughout the application process. You’ll have visibility over how many applicants have applied, the stage they’re at in the process, and how much they fit the role.
Some systems also use artificial intelligence (AI) to screen applications and narrow down the candidate list. In this case, the system identifies keywords in a candidate's resume or in answers to application questions to determine whether they meet the requirements for your role.
For example, if your top applicants must have three years of experience in a management position, the system will approve applicants who meet this requirement.
Many ATS systems can also help you source the right candidates by integrating your job post with other career sites. Polymer, for example, integrates with Google Jobs so your job ad appears in its search rankings.
To give you an idea of what to expect, let’s take a look at a typical five-step process for ATS systems:
- Create the role. First, you’ll need to create the job description within the ATS.
- Publish the role in the system. When you’re ready for your role to go live so candidates can find you, it’s time to publish. With Polymer, you can set up the job, the job board, and your hiring stages first, and a free trial starts when you publish. That gives you ample time to develop the best job description.
- Screen and review applications. Either manually or using a system’s AI, you’ll filter applications and narrow down job seekers that fit your requirements. Some systems let you create and send a template email depending on how you’ve filtered your candidates (e.g., offering an interview or gently rejecting their application).
- Interview candidates. Select which candidates you’d like to interview. You can also automate the interview scheduling or assessment request emails with some ATS solutions.
- Hire the candidate. Finally, you’ll send an offer letter to the best candidate.
From there, some systems can automate parts of the onboarding process, such as delivering documents for signatures.
Every hiring process will be different depending on the role you’re hiring for and the capabilities of your ATS platform, but the list above should give you an idea of how an ATS can support you.
We’ll look at ATS capabilities (and how to identify the features you need) in more detail later. First, let’s look at some of the benefits of using ATS systems.
Why should you use applicant tracking software?
Small businesses and startups have to be precise with resource allocation; any spending needs to support business growth to get and remain profitable.
So, why should you spend any budget at all on an ATS platform when a spreadsheet has been serving you just fine? An ATS helps you:
- Free up time to focus on your business. Unlike large businesses, small and medium-sized businesses don’t often have the luxury of experienced human resources managers and recruitment agencies. With an ATS, you’ll spend less time manually searching for resumes, organizing applicants, sending emails, and more, giving you more time to grow your business.
- Speed up the hiring process. Using an ATS speeds up the hiring process in several ways, chiefly by helping you get organized. With the right application questions (and, in some cases, AI), you can narrow down your applicants quickly and filter them into specific workflows. With automation, you can then send templated bulk messages to each group, letting them know the next steps.
- Build talent pipelines of qualified candidates. Not everyone that applies for a position will be right for the role. That doesn’t mean they wouldn’t be right for another job further down the line. Your ATS platform keeps past applicants on the books, giving you a pool of high-quality new hires to choose from when the right role comes up. Plus, with Polymer, applicants can sign up to receive notifications about future job openings at your company.
- See better reporting and analytics. With an ATS tool, you can analyze the entire talent management process. Some tools will provide analytics natively, while others will integrate with analytics tools. With better applicant organization alone, you’ll be able to assess metrics like cost-per-hire, cost-per-applicant, the timeline from application to hire, and other KPIs that can help you optimize your hiring process.
- Customize workflows. Depending on the ATS solution you use, you can create the perfect recruitment process for your business. With Polymer, for example, you can edit your application forms, insert video headers, add new hiring stages, and create custom hiring flows.

1. Best for beautiful job descriptions, intuitive dashboards, and plans that include every feature: Polymer
From distributed startups to brick-and-mortar shops, Polymer allows growing businesses to manage the entire hiring process in one location.
Polymer’s simple and intuitive interface has all the features you need to streamline your hiring process. Its key features include:
- Customizable job boards. Create a branded, truly unique job board to attract the best talent with Polymer’s custom job boards. Add your logo, banners, and your own text content, point the board at your own custom domain, and set its title and meta description so it is easy to find in search. A generated embed code displays the same jobs on any website you administer with your own custom styles, and the developer API is there when you want to build the careers site from scratch.
- Job distribution. Publish a job once and it goes out to LinkedIn, Google Jobs, and X Hiring once you enable and configure them. We Work Remotely and WhatJobs are paid placements you buy inside Polymer when you want the extra reach.
- Integrate with third-party tools. If you are using external tools as part of your hiring process, you need a platform with integrations. Polymer connects to Zapier, hosts your jobs on your Webflow site, sends notifications to Slack and Discord, and tracks visitor behavior on your job board with Google Analytics.
- AI candidate reviews. Turn on auto-reviews for a role and Plato starts working the instant a candidate hits your inbox, checking role fit, relevant experience, skills, and gaps. Each review returns one of five fit levels, from Excellent fit to Poor fit, a written analysis of fit for the role, and a scored breakdown of every core, preferred, and bonus requirement in the job description with the reasoning shown under each one. Personal details like name, location, and email are removed before a candidate is sent for scoring and analysis, so the assessment stays focused on the work.
- Candidate messaging. Message candidates directly on the platform with built-in candidate messaging. Each message goes to the email address the candidate applied with, and their replies land back in the messages feed where the whole hiring team can see them. Message templates and bulk messaging let you write once and send to everyone in a hiring stage, and hiring stage message automations send the right template on their own as candidates move through your pipeline.
- Collaborate with team members. Add user roles and job assignments to create a collaborative hiring process with your team. Owners and Admins run the account and see every job, Members work the jobs they are added to, and Interviewers weigh in on a single candidate through a review request, so you can bring in a specialist for one hire. Share applicant profiles, send messages, leave scored reviews against your own review templates, and add private notes all within the platform.
Polymer’s plans are billed monthly or annually, both rates published on the site, and start at $124 per month on annual billing. Every plan comes with the complete feature set and unlimited candidates. What moves between plans is how many jobs you publish, how many people you bring onto the account, and your monthly allowance of Plato AI credits, which is 50, 100, or 150 depending on the plan.
You can create jobs, set up your job board, add team members, and preview how your job board and jobs will look before ever providing any payment information. When you are ready to publish your first job, a 14-day free trial starts. During the trial, bulk messaging and the LinkedIn integration open up once you send a verification request.
Above all, Polymer makes hiring simple. It doesn’t take long to set up; you can jump straight in and create a hiring workflow that’s perfect for your business, no matter how big or small it is.
2. Best for paid niche job board integrations: Breezy
The appeal of Breezy is its Kanban-style hiring workflow and its catalogue of premium job boards.
Breezy publishes a catalogue of premium job boards you can buy a posting on, role by role. 40+ of them are aimed at a specific audience, among them diversity and inclusion boards, industry boards, remote work boards, and veterans boards. You add the ones you want to a cart, pay, and the posting goes out.
That is what makes Breezy worth a look when the people you need read one particular board. If you are hiring a nurse practitioner, a specialist engineer, or a veteran leaving service, you can put the role in front of that audience and pay for that placement on its own.
Breezy’s AI is an add-on called Breezy Intelligence, bought in credits starting at $30 per 100,000. Applicant Insights scores candidates against your job requirements, so you can see skills alignment, experience relevance, and overall fit. Resume Audit detects AI-generated fakes, copy-pasted tailoring, and low-quality resumes before they reach your desk. Activity Summary uses natural language processing to condense interviews, assessments, and candidate interactions into clear, conversational overviews. A 14-day free trial includes 100,000 credits.
Every plan, the free Bootstrap plan included, comes with a branded career site that Breezy describes as completely customizable and mobile friendly. From the Startup plan up you can put the career portal on your company’s own web address. If you already have a careers page, Breezy’s widget embeds a branded list of your open jobs on it and takes custom CSS, and the Breezy API is there for teams that want to build the page themselves.
Breezy publishes both rates. The Startup plan is $157 per month on annual billing and $189 per month on monthly billing, with annual pricing including two months free. Growth is $273 per month annual and Business is $439 per month annual. Bulk candidate actions come with the Startup plan and up, so you can message, tag, or move a group of candidates in one action.
3. Best for compliance and hiring reports: JazzHR
JazzHR is built around its reporting. The company frames the whole suite as optimizing your recruiting with data-driven insights, and the reports answer the questions a small hiring team keeps running into.
Pipeline Reports pinpoint the stages and activities in your recruiting process that are creating bottlenecks, which is how you accelerate time-to-hire. Candidate Sourcing Reports identify where your best candidates are coming from so you can focus sourcing effort and spend there. A Custom Reports Builder covers reporting you would rather define yourself, which JazzHR describes as 100% customizable reporting.
On compliance, JazzHR reports on EEOC, OFCCP, and VEVRAA, and can place Section 503 compliance forms and disclaimers directly on your job applications as federal guidelines set out. Schellman, an independent third-party auditor, has issued Employ’s ISO/IEC 27001 certificate and JazzHR by Employ’s SOC 2 Type 2 report.
JazzHR’s Careers Page Builder lets you create your own branded careers page or integrate with your existing site, with 100% customization over look and feel so candidates get a first impression that truly represents your company. You set brand colors, upload a company logo, write the hero headline, and choose a Classic, Modern, or Minimal layout, with a live preview as you work. Easy Embed integrates it with a site you already have in one line of code, and the page is 100% mobile optimized.
Talent Fit is JazzHR’s AI matching, available on the Plus and Pro plans. It reads the candidate’s resume against the job description and puts an overview of positives, areas to clarify, and potential concerns on the candidate profile, with a Talent Fit filter for working through a pipeline.
Bulk actions cover email, reject, status change, and moving candidates between jobs, and are available to Super Admins, Recruiting Admins, and Super Users. Super Admins and Recruiting Admins can send bulk emails to candidates across multiple jobs, and Super Users can send to candidates within a single job. JazzHR raises the bulk email limit on request.
The JazzHR Marketplace groups technology partners into categories covering HRIS and payroll, background checks and I-9s, assessments, video interviews, calendars and scheduling, single sign-on, and job distribution. Under HRIS and payroll it lists BambooHR, UKG, ADP, Gusto, Justworks, GoCo, Asure Software, MassPay, and OnPay, which JazzHR presents as a way to easily send your new hire information into one of these leading employee data management solutions. LinkedIn is listed as a preferred sourcing partner, and Verified First lets you order background checks inside JazzHR with just a couple of clicks.
The pricing page publishes annual rates: Hero is $1,000 a year, Plus is $3,480, and Pro is $5,508, each with a direct checkout link, and the page advertises saving up to 24% by paying yearly. Hero starts at three job postings a month and Plus covers up to 200 active jobs. JazzHR is owned by Employ, the same parent company as Lever further down this list.
4. Best for an all-in-one CRM and ATS solution: Tracker
Tracker, sold as TrackerRMS, is a combined customer relationship management system (CRM) and ATS platform, making it ideal for anyone looking to manage their marketing, leads, sales, and recruitment in one place.
Tracker’s dashboard is built around its reporting features. You can easily pull reports to see the success of your processes and identify areas for improvement.
Let’s say you’re concerned about how long your hiring process takes. Using Tracker, you can pull a report that shows:
- How long the entire hiring life cycle is on average
- The most time-consuming parts of the hiring process
From here, you can figure out how to optimize the process, save resources, and make it a more enjoyable experience for your candidates.
Tracker’s AI Content Suite handles one-click creation of emails, job posts, screening questions, candidate summaries, and branded resumes, plus voice-activated message drafting and interview prep, and it carries a checkmark on the Core, Professional, and Enterprise plans. Candidate search and match runs an AI ranking engine on every tier, which Tracker says ensures the most relevant candidates rise to the top of your search results. In March 2025 the company announced EVA, a natural language voice assistant for completing hiring tasks by voice command.
On the careers side, the plans page lists a client job board with full application and registration handling on the Core, Professional, and Enterprise plans, and career site integration with one-click publish on all four tiers. Jobs+ is a supplemental service in which Tracker builds and optimizes a job posting microsite, hosted on a subdomain of your own website, with applicants delivered directly into the ATS.
There is also a free publishing feature that puts your jobs into your existing site with a single line of HTML. It lets you choose which fields display and in what order, filter by work type or location, and pass the URL of your own stylesheet so the listings carry the look and feel of the rest of your site. The same endpoint returns XML or JSON when you would rather feed the data into another system.
Tracker supports LinkedIn Recruiter System Connect, which syncs candidate profiles, InMail activity, and application status in real time between the ATS and LinkedIn Recruiter. Tracker states it was one of the first ATS platforms globally to go live with RSC and Connected Projects.
In February 2026 Tracker made its Open API generally available to all customers, with full create, read, update, and delete access across leads, clients, candidates, job orders, placements, timesheets, and invoicing, built on REST with interactive Swagger documentation and real-time webhooks. REST API access carries a checkmark on the Professional and Enterprise plans.
Tracker’s plans page is headed “Simple, Transparent Pricing for Recruitment Agencies” and publishes per-user monthly prices. The entry-level Launch plan covers up to five recruiters. Core, marked most popular, is $99 per user per month and can be bought from the page, and a currency selector covers US dollars, pounds, euros, Australian dollars, and Canadian dollars. Professional and Enterprise are custom pricing through sales. A six-month minimum commitment applies, and annual subscriptions receive a discount their sales team quotes.
5. Best for busy teams with standard hiring processes: Recooty
Recooty is ideal for teams that want simple and efficient automation. Here’s what you can automate with Recooty:
- Shortlisting candidates
- Interview scheduling
- Importing candidates from various sources
- Updating job listings everywhere when you change your Recooty listing
Recooty covers the features a small business needs to track and manage the hiring process, namely integrating with other job sites and platforms, creating a branded career page, and tracking the entire hiring process.
AI runs right through the product and it is on every plan. An AI job description generator drafts the post. AI resume parsing produces a concise summary of a candidate’s qualifications, using natural language processing to pull out relevant experience and strengths. AI candidate matching scores, ranks, and matches candidates, with semantic skill matching that goes beyond exact keywords and what Recooty calls explainable AI, offering transparent insights into the ranking rationale. You can filter a pipeline by AI match score.
Recooty’s careers page is a hosted page with branding customization: your logo, a company description covering your mission, vision, and values, fonts, colors, and styling to match your brand personality, and photos and videos that show your culture. New roles publish to it live as you post or edit jobs in Recooty, so it mirrors your listings in real time, and you can host it free on Recooty or connect your own custom domain. Recooty describes the build as needing no coding, and adding open roles as literally as simple as changing your Instagram bio.
For a site you already have, Recooty generates embed code for a job widget: paste it where the listings should appear and the widget auto-syncs, adding and removing openings as you post them.
Recooty’s distribution page offers free posting to 250+ job posting sites, naming Indeed, LinkedIn, Google for Jobs, Glassdoor, Monster, ZipRecruiter, SEEK, Adzuna, and Jooble among them.
Pricing is published monthly and annually. Starter is $79 per month on annual billing and $99 monthly, and includes five active job posts and 500 AI tool credits a month. Standard is $149 per month on annual billing and $199 monthly for a company of one to 20 employees, and includes unlimited active job posts; both the price and the credit allowance step up through headcount bands above that. Bulk candidate actions come with the Standard plan and up. Premier is custom pricing for enterprises and recruiting agencies. There is a 15-day free trial and no credit card is needed to start it.
Recooty is great for busy teams looking to “set it and forget it.”
6. Best for top-quality customizations: Zoho Recruit
Zoho Recruit is one of the more well-known talent acquisition platforms. The platform is extremely customizable and allows you to automate a lot of the hiring process.
Like Polymer, you can add or remove stages from your hiring process, create email templates, and integrate with your company website. You can also color-code different elements, customize your internal interface, and tag data to help you organize your hiring.
The careers site is where that customization shows. Zoho lets you set the company logo, a background image, solid background colors by picker or hex code, background transparency, the theme, header messaging, a title, subtitle, and description, up to five menu links, and social media links, all of which Zoho says needs no technical expertise. Logo customization comes with the Standard plan and up. Subdomain mapping, which puts the careers site on a web address carrying your own branding, comes with Enterprise in the Corporate HR edition and with Professional and up in the Staffing Agency edition. For job listings embedded on your own website, Zoho documents the CSS to add through a style editor to control which fields display.
Zia is Zoho’s AI, and Zoho provides it at no extra cost. It runs on Zoho’s own large language model inside Zoho’s data centers. Zia Matches scores candidate-to-job fit, weighing skill rarity, co-occurring skills, and skill quality measures such as proficiency, years of experience, and recency. The Screening Bot brings assessments onto the career site and triggers them automatically when a candidate applies to a role with pre-screening assessments. Alongside them are a Sourcing Bot, AI Assessments released in September 2025, AI profile summaries, and interview transcription and summaries. AI candidate matching is listed in the Enterprise plan’s feature set.
Bulk work runs on mass email and mass update. Daily mass email limits are 250 a day on Standard, 500 on Professional, and 750 on Enterprise, and the limit can be raised up to 2,250 a day per organization for an additional cost.
Pricing is per recruiter, per month, across two editions. Corporate HR is $25 per recruiter per month on annual billing for Standard and $50 for Enterprise. The Staffing Agency edition adds a Professional tier in the middle, at $25, $50, and $75 on annual billing. The pricing page advertises saving up to 16% by paying yearly. There is also a forever free plan at $0 covering candidate management, email management, and interview scheduling.
7. Best for teams planning to scale into high-volume hiring: Lever
Lever is aimed at hiring teams that expect volume. It ships as one package, the Lever AI-Powered Hiring Platform.
Lever is also another HR software that works alongside a CRM. Because of its CRM functionalities, it’s ideal for performance management and analysis.
The AI in the core platform covers Talent Fit, which uses AI-powered matching and customizable criteria to surface high-potential candidates, and an AI Screening Companion that proactively surfaces top candidates and automates key follow-up steps to help teams fill roles faster. Alongside them sit candidate loss risk alerts, which help teams spot signs of fading interest and act on lost momentum, Candidate Transparency, which drafts personalized rejection feedback, and Fraud Signals, which identifies suspicious candidate activity automatically. AI Interview Transcripts and Summaries capture conversations and generate actionable recaps. Employ Interview Intelligence is available as an add-on, adding real-time interview guidance, automatic transcripts, summaries, and coaching insights.
Volume shows up in the bulk action toolbar. Select a set of opportunities and you can move them to a different pipeline stage, archive them with an email drafted and sent as part of the action, apply or remove tags, send email, share, merge, unarchive, anonymize, or add them to a Nurture campaign. It is available to Super Admins, Admins, Team Members, and Limited Team Members.
Lever’s hosted Job Site takes your company logo in multiple sizes, for the site header and for LinkedIn, Facebook, Twitter, and Slack, and lets you set the button color by menu or hex code to match your organization’s brand. Custom application questions are available on every one of the six career site options Lever documents. Career Site Builder is a paid add-on for building a custom career site connected to your Lever instance, assembled from drag-and-drop widgets that include photo galleries, image sliders, video, lists, accordions, and contact forms, with HTML and CSS editing available on any widget.
Teams that want to build the careers site themselves use Lever’s Postings API, which Lever describes as designed to help you create a job site and which its own Data API documentation points customers to for building one. Its Apply to a Posting endpoint accepts a full application, including custom question responses, personal information, EEO responses, URLs, and a diversity survey, with a send_confirmation_email parameter that sends the applicant a confirmation.
On distribution, Lever’s LinkedIn job board integration automatically pushes your published job postings to LinkedIn, and LinkedIn Recruiter System Connect is among the included integrations.
Lever’s pricing is a custom quote. The pricing page runs a “Get Your Customized Quote” form and states that pricing is tailored to your organization’s size and hiring needs. Lever is owned by Employ, the same parent company as JazzHR.
How to choose the right ATS for your startup
Choosing the right ATS solution is a big hurdle to jump when it comes to streamlining your hiring process.
To identify the right applicant management software for your business, work your way through the following steps.
Step 1: Start with your budget
First, you need to know your budget. To do this, ask yourself how much you’re willing to spend on a platform, whether you can pay monthly or annually, and how it’ll fit into the overall company budget. This makes it clear what you can afford and helps you narrow down ATS providers within your price range.
If you need to pitch your budget to a finance team, you’ll also need to predict your return on investment (ROI). This means determining how much time, money, and resources you’ll save by investing in an ATS platform.
Here are some factors to consider when figuring out your ROI:
- How much time you’d spend sourcing and hiring candidates vs. the cost of using an ATS
- The resources you’d need to source and hire candidates vs. the resources needed to use an ATS (such as people power or other tools)
- The cost of hiring the wrong person for the role vs. using an ATS to increase your chances of hiring a qualified candidate
- The amount of time you spend working on other areas of your business instead of hiring vs. the amount of time needed to use an ATS
From here, you should have a good indication of how much money you’ll save in the long run and how much you’re able to spend upfront.
Step 2: Outline the features you need
ATS platforms have a lot of features, some of which might be unnecessary for your hiring process. You can considerably narrow down your search by identifying the features youactuallyneed.
So, how do you know what features you need? A good place to start is by answering these questions:
- Are you looking for a cloud-based or desktop system? You can access a cloud-based system from anywhere, whereas a desktop system lives locally on a computer. Most modern systems are cloud-based because they offer flexibility, real-time access, and little maintenance. If you have a distributed recruiting team, a cloud-based system is your best bet.
- Do you want a system that’s customizable? You might prefer a more flexible platform, in which case you’ll need one that offers customization. This sometimes means more expensive plans. In Polymer’s case, you can customize your job boards and your application forms, with file upload fields, custom job categories, multi-language support, video headers, location maps, and white-label options.
- Do you want to integrate third-party tools? Integrating with external platforms allows you to reach a wider talent pool than hosting on your website alone. For example, if you integrate with a platform like We Work Remotely or LinkedIn, your job ads will appear on their career pages. As a result, their community of job seekers can view your job posting.
- Will you need to collaborate with team members and stakeholders? If the hiring process involves more than one person, you’ll need recruitment software that enables collaboration. With Polymer, for example, you can easily add new members to the hiring team, share candidate feedback, create a group message feed, and collaborate throughout the entire recruitment process.
Once you’ve got a handle on the functions you want, you can start to search for platforms that offer those features. This should help you narrow down which ATS solutions are right for your business.
Step 3: Assess user reviews
Before you commit to any platform, read user reviews from other hiring teams. These reviews will give you valuable insight into how the platform performs and whether other employers would recommend it.
Websites such as G2, Capterra, and PCMag all have user reviews about ATS platforms. The feedback splits the good and the bad, so you can quickly see whether the platform is right for your business. Here’s an example:
It’s also important to look at reviews from job applicants as well. This is because you want to use ATS software that makes it easy for candidates to apply. If you choose a system that’s clunky for candidates, your top-talent applicants may shy away from applying.
Take a look at online forums like Quora and Reddit to see what applicants think of different ATS platforms. This will also give you a better understanding of the features applicants want, which you can consider when reviewing different platforms.
For example, a lot of applicants don’t like having to set up a candidate profile to apply for a job. Use a platform that allows them to apply without creating a login.
Step 4: Use up-to-date systems
Put yourself in the shoes of an applicant.
You see a job ad for a role you’d be perfect for. You start the application process, but it’s a hassle. The interface is confusing and you have to fill in all of the same information your resume contains in the form fields. You then find out you must do this several times at different stages of the process.
How long would you stick around before getting too frustrated? Probably not for long, especially if another company has a similar job opening with an efficient and modern system.
Applicants struggle with the functionality of outdated systems (take a look at this Reddit thread to see for yourself). But with an up-to-date platform, you’ll avoid the common issues that crop up with older systems. Your system will be efficient, easy to use, and provide a better candidate experience.
Take a look at this job ad (created using Polymer) as an example of an easy application process:
The job advert is clear and provides plenty of detail about what the job involves. The “Apply Now” button is visible and it takes job seekers to a simple application form. There’s no confusion about how to submit the application and the applicant doesn’t need to sign up to do anything.
As we’ve said before, every hiring process is different. No matter whether you’re hiring for a senior role or a junior position, whether it’s just one job or multiple, make it a great experience for both your hiring team and the applicants.
